CONCORD, N.H. - A federal judge in New Hampshire on March 25 affirmed a bankruptcy court's order finding that a fine for contempt of court that was assessed against the bankrupt owners of three above-ground storage tanks that were out of compliance with state law was an actual expense necessary to preserve the estate and that the fine was an administrative priority (Munce's Superior Petroleum Products Inc., et al. v.
