SPOKANE, Wash. - A federal judge in Washington on March 22 granted partial summary judgment to the Federal Deposit Insurance Corp. in a suit an investor filed related to investments he made in connection with a failed bank, finding that the investor raised genuine issues of material fact sufficient to avoid summary judgment on most of the claims (Charles C.
